Critical issues and red flags

Some gaps matter more than their weight. A red-flag question rated Missing raises the band to at least High, however low the number. A red flag rated Weak is listed in the report but does not override the band.

Red-flag questions in the sample claim

IDQuestionWhy it is critical
F4Time allocated between qualified and non-qualified activitiesWithout wage allocation evidence the largest cost in most claims has no support.
S2Wages apportioned between the state and other locationsOut-of-state wages in a state wage base overstate the state credit directly.

Score and band are separate

The number comes from weighted evidence gaps. The band normally follows the number, but an override moves the band without changing the number. The report shows both, and marks an override so the reason is visible.

A note on the sample

In the sample claim's vision-system project both red-flag questions are Weak, not Missing. They are shown as red flags in the report and at the top of the fix plan, but the band is set by the score. That is deliberate: a Weak answer has some support and should be fixed, not treated as absent.

Product bands, not legal decisions

Note.Overrides change the product's band. They do not decide eligibility, and they are not a prediction of what an examiner will do.

General in nature, not tax advice.
